David is an independent consultant working with the Latin America and Information Programs of Open Society Foundations. He helps them think of ways that civil society in Latin America can use technology and digital media to become more effective. He formerly directed research at the Technology for Transparency Network, was the founding director of Rising Voices, and worked for a few years as the Latin American regional editor at Global Voices, an organization that is still dear to his heart. He resides in Mexico City, though travels frequently throughout the region.
