[ES] Investigador y profesional especializado en Open & Smart Government, e-Justicia e Interoperabilidad. Como profesional, Carlos tiene experiencia en proyectos innovadores y estratégicos relacionados con la adopción de tecnología en las organizaciones públicas, habiendo participado ininterrumpidamente durante casi una década en el diseño y la implementación del galardonado programa de e-justicia del Departamento de Justicia de Cataluña, en España. Ha participado en proyectos estratégicos de alcance internacional, como el Mecanismo de Software Público Regional para América Latina y el Caribe (BID, Red GEALC), o las Bases para una Estrategia Iberoamericana de Interoperabilidad, documento anexo a la Carta Iberoamericana de Gobierno Electrónico (CLAD). En el ámbito académico, colabora con diversas instituciones. Entre sus estudios en justicia abierta y justicia electrónica, se encuentran los publicados por el Centro de Estudios Jurídicos de Cataluña “Justicia Abierta: Transparencia y proximidad de la justicia en el actual contexto de Open Government” o el "Impacto de la nueva Ley 18/2011 reguladora del uso de las tecnologías de la información y la comunicación en la Administración de Justicia”, así como en el libro “Achieving Open Justice through Citizen Participation and Transparency“ (IGI Global), de próxima publicación en EEUU, centrado en el ámbito de la Justicia Abierta. Fue galardonado por Naciones Unidas en 2005 con el premio “Online Volunteer of the Year Award”, por su contribución al Objetivo de Desarrollo del Milenio Nº 8. [EN] His main interests are focused on Open & Smart Government, e-Justice and Interoperability. As practitioner, Carlos has experience in innovative and strategic projects related technology adoption by public organizations. During almost a decade, he has been working on the design and implementation of the e-Justice system of Catalonia, a project that has been several times prizewinner, awarded by the Judiciary in Spain. He has participated in strategic projects at national and international level, as the International Collaborative Mechanism on Public Software (IADB, GEALC Network), the e-Government Ibero-American Interoperability Framework (CLAD). From the academic view, he collaborates with several institutions. Among his research on open judiciary and e-justice are the published by the Center of Legal Studies of Catalonia “Open Justice: transparency and proximity to justice within the current context of Open Government” or "Impact of the new Law 18/2011 regulating the use of ICTs in the Administration of Justice”, as well as the book “Achieving Open Justice through Citizen Participation and Transparency“ (IGI Global, USA. Forthcoming), with focus on the open government principles, applied in the judiciary. He was awarded by United Nations in 2005 with the “Online Volunteer of the Year Award”, for contributions to the UN Millennium Development Goal #8.
